The City of Blue Ash is proud to present the 72nd annual Memorial Day Parade and Ceremony on May 27, 2024.

The parade will kick off from the corner of Reed Hartman Highway and Cooper Road at 10:15 a.m. Dozens of military groups, community organizations, local businesses, and non-profits will honor service members who lost their lives serving our country by marching with patriotic displays and music.

A ceremony will follow at approximately 11:30 a.m. in the Cancer Support Community parking lot, 4918 Cooper Road. It will feature keynote speaker Major General (Ret) Leonard M. Randolph, Jr., M.D. He was the first African-American to be promoted to General Officer in the United States Air Force Medical Service, and the first African-American to hold the position of Deputy Surgeon General in any of the military services (full bio below).

Major General (Ret) Leonard M. Randolph, Jr., M.D. was the first African-American to be promoted to General Officer in the United States Air Force Medical Service, and the first African-American to hold the position of Deputy Surgeon General in any of the military services.

Following his retirement from active duty service with the Air Force in 2003, he joined Catholic Healthcare West in Pasadena, California as Vice President for Medical Operations. In 2005 the General became a physician executive for Mercy Health Partners in Cincinnati, the largest region of Catholic Health Partners, as Senior Vice President and Chief Medical Officer. He retired in December of 2013. He now operates as President of his own consulting company, Phoenix Caduceus, and speaks to audiences nationally and internationally. General Randolph continues to be a principal faculty member of the Institute for Medical Leadership. A champion for quality healthcare, patient safety and customer service, he remains a primary liaison between medical staffs and executive teams.

A retired Major General of the U.S. Air Force, Dr. Randolph served at the Pentagon as Deputy Surgeon General and as Deputy Assistant Secretary of Defense and COO in Health Plan Administration.  General Randolph earned his B.S. degree at Marietta College in biology (member of Beta Beta Beta, National Biology Honorary), his MS degree at Howard University in microbiology (member of Beta Kappa Chi, National Science Honor Society) and his MD degree at Meharry Medical College (member of Alpha Omega Alpha, National Medical Honor Society). Dr. Randolph completed his Straight Surgery Internship and General Surgery Residency at the Medical Center at Keesler Air Force Base in Biloxi, Mississippi.  Dr. Randolph is board certified in General Surgery and in Medical Management. He is a Fellow of the American College of Surgeons and past member of the Board of Governors, and he is a Distinguished Fellow of the American College of Physician Executives and past President and Board member.

Formerly, the General was a member of the following Boards of Trustees/Directors:  Mercy Health  (Vice Chair)-(formerly Catholic Health Partners), Marietta College (Trustee Emeritus), Cincinnati Hills Christian Academy, HealthEast Care System, Hospice of Cincinnati, the YMCA of Greater Cincinnati (Chair), Tristate Veterans Community Alliance (Chair) and Cincinnati Symphony Orchestra (Secretary). Currently, he is President and CEO of the Armed Services Tickets Association-Cincinnati, and Board member of the Taft Museum of Art. He has received many honors and awards including admission to the Hall of Excellence of the Ohio Foundation of Independent Colleges, Marietta College Hall of Honor, Distinguished Alumnus Award of Marietta College, The Air Force Distinguished Serviced Medal and an Honorary Doctor of Letters Degree from Meharry Medical College, induction into the Marietta College Athletic Hall of Fame.  The General is an active member of the Greater Cincinnati Chapter of the Tuskegee Airmen, Inc. He and his wife, Linda, currently reside in Cincinnati, Ohio and are blessed with five children and twelve grandchildren.
